Delhi, November 6, 2024 — The Central Board of Secondary Education (CBSE) conducted a series of unannounced inspections on September 3, 2024, targeting 27 schools across Rajasthan and Delhi. These inspections aimed to verify compliance with the CBSE’s Affiliation and Examination Bye-Laws, particularly concerning student attendance regulations.
Purpose and Outcome of the Inspections
The primary goal of these inspections was to ensure that schools affiliated with CBSE were adhering to the mandatory norms that govern regular student attendance. The unexpected nature of these inspections underscores the board’s commitment to maintaining educational integrity within its institutions.
Following the inspections, significant actions were taken based on the findings:
- 21 schools had their CBSE affiliation revoked due to the high number of non-attending students, particularly in grades IX to XII.
- 6 schools were downgraded from Senior Secondary to Secondary level, reflecting less stringent academic oversight.
CBSE’s Stand on Educational Integrity
These measures reflect the CBSE’s rigorous approach to upholding educational standards. “As the leading national education board that also has an international footprint, our commitment has always been towards advancing educational reforms and delivering quality education,” stated a CBSE spokesperson.
The board emphasized that the practice of enrolling dummy or non-attending students directly contradicts the fundamental objectives of school education, undermining students’ educational foundation and growth.

The CBSE has issued Show Cause Notices to the affected schools, providing them with 30 days to respond to the findings. The responses from these schools are being thoroughly reviewed to ensure that all viewpoints are considered before final decisions are enforced.
To combat the proliferation of so-called dummy schools, CBSE is determined to send a clear message to all affiliated institutions about the importance of resisting non-attending admissions. “We will continue to take decisive actions to ensure that our affiliated schools comply with lawful and ethical educational practices,” the spokesperson added.
