The Formation of the National Syllabus and Teaching Learning Material Committee (NSTC)
Educational News: The National Council of Educational Research and Training (NCERT) has established a high-power committee under the leadership of M. C. Pant, Chancellor of the National Institute of Educational Planning and Administration (NIEPA), along with Co-Chairperson Prof. Manjul Bhargava from Princeton University.
This National Syllabus and Teaching Learning Material Committee, known as the National Syllabus and Teaching Learning Material Committee (NSTC), has been entrusted with the task of creating school syllabus, textbooks, and study materials for Classes 3-12.
Connection to the National Education Policy 2020 (NEP 2020)
According to the recent NCERT notification dated 21st July, the development of the National Curriculum Framework for School Education (NCF-SE 2023) was initiated as a result of the National Education Policy 2020 (NEP 2020). The NCF-SE, now in its advanced stages, will serve as the guiding roadmap for syllabus and textbook developers across the country.
The NCERT Committee’s Composition and Responsibilities
The NSTC, empowered by this context, is responsible for crafting syllabi, textbooks, and teaching learning materials for Classes 3-12, as specified by the NCERT notification.
The National Syllabus and Teaching Learning Material Committee is comprised of various members, including Dr Sudha Murty, Chairperson of Infosys Foundation, Shankar Mahadevan, a Music Maestro from Mumbai, and Ranjana Arora, a member of NCERT serving as the Secretary.
NCERT Committee’s Role in Curriculum Development
The committee’s role extends to covering all curricular areas and subjects outlined in the NCF-SE, along with their corresponding support materials, such as teacher handbooks. The textbooks and teaching learning materials developed by the NSTC will be published and distributed by the NCERT.
Assistance and Collaboration with Other Committees
To assist the NSTC, ‘Curricular Area Groups’ (CAGs) will be formed, focusing on developing materials for each subject within the syllabus. These groups will be formed by the Chairperson and Co-chairperson of NSTC, aided by experts and NCERT’s support. The NSTC will have the flexibility to engage other experts for advice and consultation when necessary.
Supporting Infrastructure
Furthermore, a Programme Office established by NCERT will support the NSTC, providing expertise as needed. A ‘NCF Oversight Committee’ (NOC) will also be constituted, comprising members from the National Steering Committee and the Mandate Group for the ‘National Curriculum Frameworks’.
The Role of the NOC
The NOC’s role is to ensure a strong connection between the textbooks and LTMs being developed as a result of NCF-SE, guiding NSTC and CAGs throughout the development process. The members of the NOC will be notified separately as part of this endeavor.
